Tributaries Exert Zone-of-Control When Not in a War with Overlord

I was in a war with Rome as Carthage. AI Rome had completed the Magnia Grecia missions presumably and force-tributary'd the Greek cities like Locron, Heracleum, etc. I was fighting a war with Rome, but not these Greek cities (though I could see them as tributaries in the diplomacy map mode). Rome had no forts in Bruttium, the only fort was Locron (not in the war, tributary). My war goal was Bruttium, I would siege down the entire province and it could retain control, but if the capital was sieged back the entire province would siege back (makes sense) but if I sieged the capital back, it would NOT siege down the province, leaving any province in the ZoC of the tributary fort unsieged.
This was VERY frustrating as it gave Rome an advantage in the war, and they were able to quickly take back the war goal, but I can to carpet siege it to get it back. In an already frustrating war where Rome can beat Carthage's armies with a 2:1 advantage, this made the war impossible and resulted in a fail state for my game.
Steps to reproduce the issue.
1. Go to war with a nation with tributaries.
- Tributaries need to have a fort
- Ideally the overlord has none in the same province to clearly see the ZoC effect
2. Siege down province capital. See tributary forts block the full siege of province of the capital.
3. Profit by abusing tributary forts to slow the AI down
