First off, I use the mod editor to build my mods. I am in no way a veteran modder and I kneel before the Gods of modders out there asking for your expertise and guidance :)

I have created a mod with two techs.

First one is a normal tech in the Engineering tree. This tech has been set to appear between the 5,8 positions in the tree. This is fine and works a treat.

However, my problem comes from the breakthrough tech. I have set it to appear at a position between 1,8 but I have tried testing my mod and nothing I do makes the breakthrough tech show up in those positions. NOTHING that I try works. I find this strange because if the devs give us a mod editor and you create your tech as they want you to and set the settings accordingly, the tech should show up in every playthrough.

Can someone assist me in forcing the breakthrough tech to display in every playthrough?

The order of tech appearance is only used for normal techs. The breakthroughs available per playtrough are statically associated to specific anomalies on the map or other special ways of discovery (e.g. mysteries, wonders, etc).
