I used to be able to edit save games with Notepad -- now it is gibberish. How do I fix this?

I like to alter characters and edit the world more generally. The new save games are not in actual text -- is this as designed? How do I revert it?

In your Steam Library right-click on this game and choose Properties. Click on Set Launch Options, and paste this in there:

-debug_mode

Then load the save, save it again, and apparently that will be in text mode.
