Hello, I am trying to create all the provinces of my country because it bothers me a bit how it is done in the base game, in short, looking in the game files I found a txt file called regions, I opened it and started editing to create the new ones regions or states (I'm not sure what to call them) and well when I finished doing it I opened victoria and it crashed so I guess I did something wrong, I wanted to ask if anyone knows how to create new states (or regions) and what should I do.

This is more suited for the modding subforum but you just make a new state by giving it an ID generally TAG_XXX so like if you want to make a new USA state it’d be USA_999 or whatever and then add provinces to the state (you’ll have to move provinces out of their existing states bc I assume you aren’t adding provinces) like
USA_999 = {
333 454
} then loc USA_999 in any loc file so it displays the name of your state
