1. Is the plan still to keep the pop resetlement screen?
2. Pop grouping should be on species and stratum and not finer than that.
3. Paying 50 energy to move <10 Pops (i.e., <0.10 pops, as counted by version 3.0)?? Really? Shouldn't the cost scale to the number of pops with minimum cost being 1?
4. Displaying pops by ethic groups and being able to act on them, will be allowed by design? I know from the past that you don't want that. Especially if you are considering adding internal politics later on.
5. How are you implementing factions with pops? Will there be an additional subdivision of groups of pops by faction? I would consider that bad, because we could end up with hundreds of groups of pops, even for a mono-species empire, which could defeat the purpose of the pop rework and create victoria 3 woes.....
