Iberian Foothold decision doesn't recognize de jure drifted empire borders

Description​

The Iberian foothold decision doesn't acknowledge a bordering empire if the empire borders are a result of de jure drift/integrate title. Specific example: I have done a unite africa run as Mali, and have completely inegrated the Maghreb kingdom (and the other Maghreb empire kingdoms) to be de jure part of Mali. I know hold both Badajoz and Andalusia, but the Iberian foothold decision doesn't have the border checkbox ticked.

Steps to reproduce​

Hold an empire, integrate a kingdom bordering Hispania, try to get Iberian Foothold

Game Version​

I had a custom empire in germany, holded the empire of france too, but still no checkbox, I hold the complete De Jure of hispannia, even switching my main title to francia to be dejure to the kingdom I hold personally, navarra I think. Did not work

Here someone says they had to revoke the bordering kingdom and hold it themselves to get the box ticked:

I've had an advisor working on turning Aquitaine into a De Jure part of my Empire for over 30 years so that it would border Navarra, which I own for over 20 years. What am I missing? Why is it saying that a kingdom I own doesn't border De Jure...

So maybe it will work if you hold the kingdom of Maghreb yourself?
