Iberian Foothold not recognizing Roman Empire

Description​

I want to make the decision Iberian Foothold but the system won't let me.

Steps to reproduce​

I've restored the roman empire and so the empire of France no longer exists. So I control an adjacent empire to Hispania, but this doesn't seem to count. So I'm going around Africa now in the hopes of getting it another way. But I wanted to call your attention to this so that you could see the bug.

I see that others were having a similar issue about 18 months ago, but there was no solution posted. So this bug still seems to be active.
