Iberian Struggle Hostility Phase Catalysts will not trigger

Description​

For the past 150 some years I have been stuck in the struggle phase. I have granted local nobles of other involved cultures countless times (Andalusians, Castellans, etc...), granted independence to territories that are not de jure to me, granted better contracts to non catholic vassals for nothing in return, signed truces outside of ware, and ransomed countless rulers. The score has been stuck at 155.

Steps to reproduce​

I have taken several of my counties and granted them to local nobles of other cultures. I am Basque and have granted several to Andalusians especially. I have also ransomed other rulers multiple times. I have granted counties (non dejure to my title as king of Navarre) involved in the struggle independence. As mentioned above in description I tried to

The catalyst log shows nothing since 897. The in game year is 1041 now. I'd of at least expected the AI to have done something in addition to all the things I've done to try to move the score.
