Hi, I have just started to play this mod and I have a little problem with it..playing as italy I cannot build IC..then I have noticed that this is due to the fact that 1935 heavy industry tech is prerequisite for building ICs..but I cannot start researching this tech and I don't know why..then I opened the game as japan,interestingly, japan is able to build ICs even though she didn't research 1935 heavy industry tech as well..I searched tech tree but I couldn't find which technology causes this change.

Italy is Semi-Industrialized, so it has to research 1939 industry before it can build IC. There's more info on the prerequisites and different economy types in the manual. :)
 
Japan can build IC at the start because they are an "isolated nation" (and thus don't suffer from the Great Depression). Italy, which is also Semi-Industrial, does suffer from the Great Depression, and thus can't build IC at the start (any increase in IC is through re-opening old factories that were shut by the economic recession, to start with). You can build IC by getting either 1939 Heavy Industry or (more likely) by researching 1937 Military Recovery (1938 Economic Recovery would also allow IC building, if you were a Semi-Industrial nation on the Economic recovery path).
