So I'm unsure if this is possible, if so how to implement it but here goes.
With this idea, a TAG is used, but it never really seen in-game. Think of it in name, as Mercenaries. This nation would have a good source of leaders that can be 'hired' in-game via event for a cash sum. Which randomly selects a couple of leaders from the Mercenary leader list, and then adds them to the paying nation.
The goal of this idea is to add more leaders to region and minor powers to attempt to remove the penalty for military goals with small nations.
E.g. "Hire some mercenary leaders to lead our forces!" - Randomly selects three leaders from the Mercenary pool and adds it to the national leader pool.
One idea I also would like to try out in conjunction with this, is the idea of adding a couple of defeated nation leaders to the Mercenary leader pool.
E.g. If Poland gets annexed, up to five leaders from its leader pool gets distributed into the Mercenary pool.
So, is any of this possible?
