I think the policies and districts feature is a very innovative feature in the city building genre so here are my idea's for these features.
- Make a building called "parliament" that unlocks polices and districts features. That means there are two ways to get to polices either through the menu UI or by clicking on the parliament building. I havn't figured out the balance aspect of these polices ie gain/lost or cost for each there just ideas.

Policy ideas:
- Building Height restrictions: comes into play with high/medium/low density. Prevents suburbs from building skyscrapers
- CCTV camera. Increased security at a price. low/medium and high usage. More usage = more cost and unhappiness due to privacy of citizens
- Sound walls. These are put on highways to reduce noise pollution for people next to highways or busy roads
- Parking meters. Extra source of revenue, might reduce citizens happiness
- No smoking:
- Tree planting program: city or urban areas are populated with more trees
- Ban trucks on roads or certain roads
- Carbon reduction scheme: reduces pollution of industry and cars
- High voltage power lines: increased voltage increased power efficiency in the Area.

Global Only polices
- Public transport authority: increased efficiency and effectiveness of public transport(somehow)
- Import/Export tarrifs: tax on import exports, though may lead to less growth due to less imports/exports

For those people who like to play in arcade mode and create a concrete jungle the power to them. But I think having these restriction policies over certain things like building height is a good idea. The larger the population grows certain height restrictions are released like in the real world. Making it difficult to build high. They should have a policy if an building isn't 75% filled with tenants or workers. It can't be built. This would show the strength and clout of the building in the town or city.
