I'm very much a fan of tyranny-free retraction of non-de-jure vassals, since they don't have a particular right to these vassals, and it prevents inevitable conflict. However, I do not think that Imperial Administration should give me the right to retract de-jure vassals. It doesn't feel fair to my poor vassals to be able to retract away most of their duchy, before I have them excommunicated, crush them, and land a dynast in their place.
