His I'm working a new goverment type mod and a conversation event to bring about. The new goverment type has a number a special bounes that would the player or the eye a dangerous foe, however I don't to make getting it easy, and I would like to add the propability of a civil war being sparked from making the change. a 50 to 60 % chance of your empire going to war with it self. However, I can't seem to figure out how to do this. if anyone knows how I can do this please let me know.
