Impossible to establish companies

Description​

When "Attainable Companies" menu is opened, howering over the greyed-out "establish" button will show a tooltip saying you need 3 levels of that building in a single state, nothing else.
When you do have 3 levels of that building, the button stays greyed out and now says you need 5 (not 3) PRIVATELY OWNED levels of that building, so those could be transferred to the company. But even if you have 5 privately owned building levels in your country, it turns out they also need to be in a single state!

As described in another bug report, my pops have refused to privatize the #1 productive Iron Mines on the planet for 15 years straight (despite having more than enough money to do so), so I simply cannot open that company. From the beginning I was fully ready to just gift the iron mines to that company for free. I can't do that and I can't force the pops to buy it no matter what, I've tried for 15 years.

I think the new private ownership requirement is ridiculous and should be rolled back to how it was before, with an option to just give the company the government owned building levels if I want to do so. At the very least the tooltip should accurately reflect the requirements to open a company (5 privately owned building levels in a single state - and by whom they should be owned. Your pops or foreign investors? It's not clear).

Steps to reproduce​

1. Start the game.
2. Hower the mouse over the "establish" button of any company you have no building levels for.
3. See that the tooltip says you need 3 building levels in a single state.
4. Build 3 building levels.
5. See the tooltip change that now you need 5 privately owned building levels, saying nothing that they should be in a single state.

Hi! There are actually 2 issues here, one is that the old company requirements were not all updated to match the new "5 building levels" condition. Second is that under Laissez-faire - the building levels need to be both within a single state AND privately owned, which is often tricky to achieve. We've raised both issues with the Design team and some improvements are going to be made for it.

I should add that the issues occur with other economic systems. With Interventionism, you must have 5 state-owned building levels. It doesn't count if you have 4 state-owned and 1 privately owned. At least in such scenarios you can nationalize the remaining building levels to get to the 5 state owned requirement.

Please make that system more flexible. Under Laissez-Faire it should be possible to just buy the remaining buildings to transfer to the company (with the government-owned levels being transferred to the company for free). Under different economic systems the nationalization-transfer should occur automatically. I know this isn't likely on top of your priority list but this issue with creating companies really matters for smaller nations. I once played 20 years as New Granada and still couldn't meet the damned requirements!
