Are there improved monarch and leader files
for EU anywhere?
I know some were made for the IGC, but how about
just ones that can be added to the regular
Europa Universalis?

All further leaders come with the IGC only. But You can use some of these (not those for the new countries) for the original version, too, if You make sure there are no ID conflicts. Use the little program 'EUcheck' for this purpose (downloadlink is sticky here in this forum). If any conflicts are reported (very probable) You have to change the conflicting IDs manually. EUcheck gives You also a list of currently free IDs.
