Inconsistency about the inbreeding chance

Description​

When arranging a marriage, the same marriage will show two different inbreeding chances when the marriage is put forward by different people

Steps to reproduce​

1:begin the game as the Count of Penthievre, arrange the marriage between my heir and the youngest sister of the Count of Cornouaille, then it shows there is a 90% risk of their child being inbred.
2:then begin the game again as the Count of Cornouaille, then I arrange the marriage between my youngest sister and the heir of the Count of Penthievre, then it shows there is a 4.6% chance of their child being inbred.
Even though it is the same mating (heir of the Count of Penthievre and the youngest sister of the Count of Cornouaille) when the marriage is arranged by different people the inbreeding chance differs, obviously only one is true. Which one is it? Please show the real chance.
