Inconsistent colonization

Having trouble with oldstones and summerhall not having the option to colonize even with the proper amount of money and at peace. Sometimes I will start a new game and it will work and sometimes it will not. Seems especially to consistently not work when playing as Rhaegar. 0 sub mods active rn bc nothing has updated that I use anyways.

With Rhaegar, are you king or Prince of Dragonstone? If you're prince, then Summerhall/Oldstones are outside your realm of Dragonstone high lordship. As king, they're within your realm and therefore colonizable by you.

King. This is after aerys is dead.
Also the Daynes have totally disappeared in the last few bookmarks starting with Roberts Rebellion. So I think maybe those bookmarks are just wonky.
I did a clean reinstall as well.
