Incorrect modifier in failure chance for outcome marshal_task.0304.b

Description​

marshal_task.0304.b has two outcomes, success and failure.

The failure outcome does not have a negative multiplier which causes the diplomacy duel to become more difficult the higher the difference is.

The failure outcome should have a negative modifier like all other duels failure chances.

Steps to reproduce​

Run marshal_task.0304 with very high diplomacy compared to target and check middle option.
