Incorrect Reporting of Patient Statistics

Steps to reproduce​

To reproduce this issue, build a healthcare facility. Check to see how many patients are being treated at said facility according to the building info panel. Then, check the vehicles in the parking lot to see if the vehicle owner and/or his/her family members are being treated at said facility. Check to see if the figures match.

Expected Result​

The expected result is that the building information panel for any given healthcare facility reports the accurate number of patients currently being treated.

Actual Result​

The actual result is that many more patients are actually being treated at a healthcare facility at any given time compared to the number of patients being treated as reported in the building information panel.
