We have been trying the initial scenario, and while everything seems to be progressing normally, we see no change in our technology window in any category. There is a window showing estimated completion date, but this is far (like 20 years) in the future. All categories show 0 for progress, and the total points is 61.

How to we assign the 61 points? Or are they already apportioned and it simply takes many years to see changes/progress.

In other words, how can we adjust or accelerate the rate of technological progress?

Any assistance greatly appreciated!

Make sure your magistrates have very high finesse levels.
Increase your citizens by increasing the base population through grain and/or conquests

You might try invoking the research omen but that is risky without the reliable omen discovery.

You can't allocate your research points. The base research points are evenly divided among the five research areas.

BTW, I did all the above but didn't get to technology level one until after 500 AVC. The first research level just take awhile to get.

IMO, Research is slow in the beginning because all the provinces have low population. That means lower number of citizens and longer research time. Also, if you are playing as Rome, you are expanding and getting new provinces which have a tendency to drive up research costs.
