Yep i remeber having something similar to that once. Don't remeber excaclty wich countries and such tough.
The only indian you need to know of is Mahatma Gandhi, Mahutma Gandhi, Mohandas Gandhi or whatever way you want to spell his name.
I've noticed this as well. I suspect that its a default leader for the nations that they didn't give a specific one too. The majority of them being the countless central Asian minors and they just forgot to design German minor ones never expecting them to reach great power status.
