Industrial designation isnt lowering industrial district cost like it says it should on habitats.

I am on xbox, current version of the game 3.2.1

I have all the dlc apart from Nemesis and Humanoid species pack

I tried different saves and the designation doesn't lower the cost in any of them.

Have you checked your pop up keep as thought it was a build speed increase and pop upkeep reduction. Not a reduction to the district it self tc
