Industries - Completed Tech Levels?

Just a quick question--when for example a person gets to the end of the tech line like trade, do the industries they have (in this case refineries) that used to produce $5 per month for trade tech now produce $5 for the money supply?

A quick related question is what happens if you complete all tech levels? It seems to me that a person would make a good deal of money but would be burdened with runaway inflation.

When you've completed all tech levels, you're swamped with an enormous influx of cash. It really makes the game unplayable.
