Industry upgrades

I loaded and played 0.71 MP yesterday and thought that it was even better than 0.6 - well done.

I was playing the UK and was puzzled by the industry upgrades which were often greyed out but not always. What is going on there? I have the impression that this is a feature not a bug but the readme doesn't explain it.

you have to have manpower in order to build industry

1 manpower for each industry you upgrade

I noticed that playing as France, as well. I thought it was because I was a democracy, so it wouldn't let me upgrade at will... but thanks for the correct info =)
