Influence calculation is weird or buggy

Hi,
I got 1 Influence per month.
When I look at the calculation (on top of screen) it states:

Effects: +3 (shown in green)
Base value: 2 (shown in yellow)
Unity +1 (shown in green)
Costs: -2 (due to my outposts, shown in red)

If I calculate right it had to be an outcome of +4 (2+3+1-2=4)
Why do I get only 1 per month? What am I missing?
