TL;DR: More realistic micro-management tools for infrastructure implementation (Electricity, Water, Sewage, Heat services, etc.) where you see e.g. transmission lines actually reach a house.
Well I guess I'm in the minority here about this but decided to write it whatsoever. I think the the way you can implement infrastructures in CS1 is way too dull/silly: Just placing a Power plant and connecting its "Blue zone" to another area's "Blue zone". This just doesn't make any sense. We could at least had it in a way that our power plants connected to the roads where we place some power transmission lines along the road and see only the houses which had a power line reaching them actually getting power. And this isn't just about electricity, the same goes for heat, water and sewage management systems as well. No one sees how water reaches a house. Also having various types of electrical transmissions other than overhead power transmission is a must (e.g. Underground transmission, Underwater transmission, etc.). And as an infrastructure micromanagement enthusiast I also hope that there are abilities to implement other types of infrastructure like Telephony lines, Television lines, Internet lines, etc.
P.S. having finite underground water resources with "Ground Water Table" maps to check on them will also make the game more challenging.
