Inland elayet contributing to sailors and naval force limit

Description​

Playing as the Ottomans I looked at the list of my elayets contributing to my naval force limit, finding it very high. I discovered that even my land-locked elatyets brought me sailors and naval force limit contributions.

I did get a lot of elayets (and got even more after that) so the lists on the screen dissapears from my screen. Could also be nice to see the top of the list where info is summed up and the bottom hidden (in the style vicky does it). I know EU4 doesn't have nestled tooltips, but seeing the total max manpower / sailors is more important than seeing the middle section when you have many many many subjects (thinking of vassal swarms like you can get in the HRE, or elayets, possibly daimios).

Steps to reproduce​

- Start as the Ottos
- Get an inland elayet
- Possibly get the tier 2 gov reforme of the devshrime and the tier 5 expanded devshrime system (I noticed it later in the game after unlocking and taking both reforms).
- See max sailors and naval force limit baloon up.

Btw trade company provinces also give you naval force limit even if they're inland. So either both cases or none are working as designed.
