So, if an inmate is brought to the infirmary and put in a bed they now heal slowly over time. If for some reason you're unsure if it's working you can always tell the inmate to be 'escorted to infirmary' again to reset it.
Also, I didn't see it saying anything about inmates needing cells so it possibly needed a reload to fix.
Oh, you want to grab a few more cooks since you have staff needs on and the staff room is so far away from the kitchen. Your staff had no trays and so were starving. It's also a good idea to zone that room as staff only

It's annoying, but I'd just ignore the cell issue. If you check the Danger level at the top you see it isn't affecting that. I'm not quite sure what's causing it but as the game has been put in sunset there's no one to report this to.
