I cannot do installation strikes with Tac bombers after selecting that mission for them. Is this a strategic bomber mission only? I mention this because there are other missions like Industrial bombing that specifically say that strategic bombers are needed. Is this the case with the Installation Strike mission? If yes, it should probably say that in the description. Better yet, all missions that cannot be done by the Tac bomber should not be listed in the list of missions it can do.

In my current game, I can use installation strike without any problem.
Can you check if this might be tech related?

I am pretty sure I have all the air doctrine techs I need. It is 1943 and I am USA, so it was easy to get all the air doctrines through the 1943 historical year. The specific situation is I have taken all but the 1-province island in southern Japan (Shokaku?), and I wanted to bring down its AA before doing port and airfield strikes. I could assign the mission, and the unit showed that it had the installation strike mission, but the planes would never take off. After I while I just assigned the port and airfield strikes and ignored the AA. It was not a weather problem, since those other missions went on ok.

I guess if other people say they can do install strikes, it is something specific about this situation. I will try doing installation strikes in different parts of the map and see if that has anything to do with it.

I don't think I can post attachments, but if someone wants the save game, I could probably PM or e-mail it to them.

This is a bug I reported in December. I had a similar situation and I narrowed it down to installation strikes not working when scope of mission is one province. Work arounds are to pick the area of provinces as is done by default or do single province strat bombing, which includes installation striking (and is not bugged).
