Installing 1.03b

Hi, I installed the 1.03 patch a while ago and it went fine. Last night I tried to get the 1.03b. I downloaded it and extracted it to the desktop, where two files (config and db IIRC) appeared and also a little Queen Victoria icon. I clicked on the icon, assuming that that would run the patch installation, it came up with a a messsage 'cant find the excel file province.csv' and then the options abort/retry/ignore. If I go with retry or ignore it seems to freeze, at any rate nothing happens. I also had a look at the vicky db file and there is an excel file called provinces in there, though I dont know whether its province.csv or province.xls like a normal excel file. I was wondering if I was doing anything wrong or if I should download and try installing again? My vic folder also isnt in the program files, I had installed it in a folder on the desktop called games where I keep all the games. Would that cause a problem (it hast before with other patches). Thanks!
