Instill Virtue works on 0-year old rulers

Description​

In the most recent patches, Instill Virtue was supposedly fixed to require the child be 6 years of age or older to function. However, if you are the ruler, and are under the age of 6, instill virtue will still work on you. You are virtually guaranteed to have 3 virtues before you're even 3 years old in this manner.

Steps to reproduce​

1) Make a customer character that is 0 years old with no traits or skills 2) Hire a Wet Nurse, and set her to the task of Instill Virtue 3) Fast Forward. Within a few years, you'll have piled up all virtues on yourself.
