Interegnum: 1419 Slider Settings

Here is the thread to suggest different slider settings for the various countries in 1419.

I suggest -1 to the current slider setting on teutonic order for centralization, as the order was not that centralized, as it was not a traditional monarchy. It should start off a tad bit more decentralized, to offset the other 'great' settings it has.
