Every four turns there will be an election for the coveted position of Sheriff, the top cop that delegates orders to those below him, with positions available for Lieutenant Deputy and Sargent Deputies. Those active ICers given a leg up in any possible bid for Sheriff.
As far as setting goes, my idea is largely inspired by Longmire. We will have a largely rural county in Wyoming with unrest between the Cheyenne and Walker County as the county struggles to modernize in the twenty-first century, while ailing from corruption, drug abuse, and homicides.
Players can steer the department to confront these challenges with sensitivity or a firm hand, embracing corporate interests or pursuing an agenda all your own.
That's my idea in a nutshell, anyway. At the heart of the game is solving crimes, but how you do it will effect your department's image, and effect the county as a whole.
