My personal favorites from a gameplay perspective are Monford Velaryon and Gilbert Farring from A Clash of Kings start, House Reltis of Lorath from any start, Houses Maegyr and Vhassar of old Volantis. I started out playing as my favorite characters from the books (Prince Doran, Lord Lamprey, Walder Frey) maybe you should try the same. You like Eddard Stark? You can play as Eddard Stark.
I guess it all depends on what you're interested in.

House Blackwood in the Bleeding Years. Make sure to lead the independence-faction to get those accursed Ironmen out of The Riverlands and then crush the Brackens before you rise to become King of the Trident and restore the Old Gods below The Neck. Heavy inbreeding with the Starks will most likely occur within a few generations though.
Robert in "The Crowned Stag", aka probably the only scenario where you don't start in the middle of a shitstorm. I always find it ironic that he couldn't go for hunts in the mod, where in canon, he loved hunting when he was king.
Damon Reyne, The Red Lion of Castamere, The Ninepenny Kings' War scenario. You just have to smash the Lannister army at the very beginning, it has the same strenght as yours. Too bad that game doesn't allow you to put complete reversed Rains of Castamere or you'll be screwed as ruler... you have to eradicate the golden kittens slowly.
This is a good idea I will make a new thread when im done work. I'll going over a load of interesting characters.
Iron King Herren "The Black" in "The Bleeding years" scenario. You can control the 7 kingdoms on a different type of "Iron Throne" and convert the demonic Andels, sent by the Stom god, For What is Dead cannot die.
I find the matriarchal Ladyships in the Bone Mountains to be interesting just for the sole fact that they have enatic succession.
