When I attack a captial without defenses (only a single merchant is there) I just conquer it.
Actual Result
If my army attacks, there is no combat whatsoever. The movement points of my army are reduced to zero. Nothing happens. I have tried this in various turns with different armies.
Steps to reproduce
Load my save game and try to capture the Mongol vassals capital of Khovd (way north on the map, southeast of my vassal Trugstatt).
