Is this revolter more or less realistic than Cyrenaica? It's not used in any of the scenarios.

Seriously though, I have seen Iraq revolt and survive once.

Iraq did get a measure of autonomy within the Ottoman Empire in the 1700s, it was governed by its own local Mameluks. So having it as a revolter is not unrealistic.
