is "Calculate_modifier" broken for country scope?

calculate_modifier - Forces target planet or country to calculate its internal modifier
calculate_modifier = yes
Supported Scopes: planet

Its description says country or planet, but supported scopes says planet only.

I've tried adding a country_modifier (to remove all mineral income country_mineral_produces_mult = -1000 ) mid-month and then running this right after, to have the income update immediately but it does not seem to work... unless its not meant to do what I'm expecting it to? (update modifiers/resources on the day that effect is run)

Has anyone else gotten calculate_modifier working on country scopes?
