I mean these, what influences it? most often I got through with it if waiting some time in between (several months?) but now I noticed that just reloading save can change outcome. and impact is quite big, I don't like risking loosing this modifier and if they refuse it goes away

It is random, 5 in 6 probability. The only influence is Historical AI Focus, which increases the chance to 10 in 11. (Source: events/AAT_Denmark.txt:5632-5664)

thank you, if they refuse and I don't declare war, does this option disappear forever or only temporarily?

edit: I tested on fastest speed, didn't appear again in over year so that if they refuse it seems like nothing can be done anymore
