Is land tech level 61 properly being applied on top of level 56?

Both of these are supposed to increase movement speed by 5%, level 56 works but level 61 doesn't appear to provide an additional 5% on top of 56.

Both of them should provide a reduction in travel time of not more than a day or two under normal circumstances. What are you seeing?

At level 56 I see a reduction of 2 days when crossing a river to a marsh (normally 30 days, becomes 28) and a reduction of 1 day for movement that normally takes less than 30 days. At level 61 I see exactly the same.
