Ok, I looked through the files and I think I didn't miss anything :p So are the following things moddable?

1) Elections in the republic. Is it possible to tweak Popularity-Charisma-Family prestige ratio? And if not, what's the formula for elections (so we could change relevant points instead of formula ;) )

2) Character Spawning. How are characters generated? From my initial impressions it's [number of provinces]+[couple more for generals/envoys/offices]. In my only Roman game (474) hardly any character had spouse, and most died childless :( I also looked into Seleucids

Is it possible to 'force' engine to give characters spouses, to keep dynasties alive? Or is there any other way to raise character numbers significantly? I'd like to have more characters in game, I'd like to have a choice for filling vacancy even if it's among many very poor characters...

3) I can't find moddables in intrigue missions :/ Hardcoded? -HARDCODED, WE CAN DO NOTHING ABOUT IT

4) Turning off giving governors at start. I have to remove them manually, which costs loyalty and my precious time :p. Moddable? Or any option like in HoI2?-PARTIALY SOLVED

5) Scenarios. Is it possible to create your own scenarios? (unit placements, relations etc.?) -SOLVED

I found solutions for 2 problems:
5) Scenarios - solved. I looked into savegame file, and it looks exactly like old good scenario from other games :D

4) Governors/Offices - partially solved. I'll probably be able to write an event to remove them (and if it takes loyalty - also add loyalty back). It would still be useful to have such a command... It's most annoying during civil war scenarios, as best generals command provinces :/
 
Spent alot of time looking for diplomacy/intrigue moddables...and as one post stated - "Totally, Irrevocably Hardcoded"
 
So 3 is not possible as well. What about 2? I'm especially interested in it, as it gives all other events (like the ones giving family prestige etc.) much more depth (what's the point in increasing family's prestige, if it will die out in next few years?)
