When playing as one of the smaller, HRE countries(a.e Kleve) I ususallly declare war on Spain, to remove them from the Netherlands. If I control enough provinces to have, say 5 stars, they still are very very hard to even get one (2star) province from. Are particularly stubborn or what?
 
Yes, they are. That´s because they are usually so big, that the routine evaluating Your peace offer comes to the conclusion, that they still will win the war against You in the long run...
