I read a dev diary that said running the game in DX11 mode will give better performance.
So I tried to start Stellaris with DX11, but there was a problem
1. The picture is not complete
2. Can't see the menu, can't start
 
Please do a full **clean** re-install:

- move any valued save games elsewhere, and user_empire_designs.txt from /Documents/Paradox Interactive/Stellaris/ if you have made any custom empires or races.
- "uninstall" in Steam-Stellaris
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox Interactive/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before installing again.


If that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log .
 
I have some work recently, I don't have time to test in detail, I will reply when I have time.
But I noticed that if set to, windowed fullscreen.
You can play normally.

After I have verified many times, as long as a non-standard refresh rate is enabled, for example I am 100. An abnormal screen will appear.
If it is modified to 60, it will be very normal.
100 is the highest refresh rate that comes with my monitor.
LOG is attached.

You didn't provide most of the files I asked for, but I don't think I've ever seen hardware that uses exactly 100hz before, and in this case that and 60 are the only supported options. Normally you'd see something like 60, 72, 120, and 144.

I think you'll need to run at 60hz on this hardware.
 
My monitor is a PHILIPS 345B1CR with 100 refresh rate.
Some Lenovo, Asus, Xiaomi laptops, refresh rate 90
There are even products with a refresh rate of 72, and they may be some kind of cost-effective product.

Your screenshot was in fullScreen display mode but those files show Borderless instead. I assume switching between those modes makes no difference?

In any case, as I say, I think you'll need to run this game at 60hz on this hardware.
