Is there an in game list or file that shows all of the provinces with their name and number?

You might also want to try this, in case you didn't already know it (remember to check "Province IDs" on the left).

When in game, I use F12, showid, to turn on the province id number on the lower right (I recall?) when examining a province. Alas, this only gives the name & number one province at a time, but it can be useful. There a province in USA where the map name of the province doesnt match the province name (already bug reported it).
I used "showid" before, but it's more comfortable with Ederon map. If using different map, it might be good indeed.
