Is there a mod that lets you send volunteers like in hoi4

In HOI4 you can send volunteers to people without being allied to them.
You can help countries in wars without being directly involved.
Is there a mod that changes the requirements for sending expeditionary forces so you don't have to be allied?

Considering that it might be a simple switch, just allowing non-allied to do so, it could be possible, but I don't know. It would be best to accomplish by events, like subtracting resources and manpower to spawn planes, ships, or divisions for.other countries. I'm sure there are very creative Spanish Civil War modders that have something like that.

I've seen that in HoI4. It's totally broken, as 5 divisions from Germany of Panzer corps rolls everything over before 1940, especially since the SU has a much higher chance of having a massive revolt with the Purges. Spanish Republic takes as long as Poland, China goes down in three to four months, and the SU might face up to twenty Panzer corps from the Ukranian front, Japan, Finland, and possibly Poland's Between the Seas alliance.
