After many wars as Poland I have noticed that some nations I can go to peace option right after taking capitol to annex and others require many months before i get the peace option in diplomacy. I have been attacked by Pskov, Denmark and Russia and took all 3 capitols...I took half of denmarks territories and ad to wait nearly 5 months before I got te peace option to demand tribute, Pskov had 1 territory which i took as well as capitol...and it took nearly 5 months before I could annex, russia I took 7 provinces and capitol and was ale to get peace option after 3 months to demand. Various other wars I ave been able to annex rigt away as capitol fell <and yes I have always checked make sure I ave diplomats available and that a month has passed since my last dip efforts to them> Teutonic knits took 3 months of occupation with 3 provs to annex wile hanseatic states had 5 provs and fell right away...Crimea had 3 provs and took 4 months while Bavaria had 3 and took 1 month. Not really complaining...I get them eventually...I just want to understand it more..if teir is a formulae that I can use to plan my wars and defences better <hell soon as I take france capitol even if I hold noting else I can always get peace offer right away>
 
The formula is:

If you go 0 diplomats, you have to wait until you get one before offering peace (unless you have invested in a fax, phone or satelite uplinking, which makes sending people unnessesary ;))
 
I believe its to do with alliances. If the country in question has allies which it 'thinks' might save it they will refuse peace. Quite how the AI makes the decision on whether an ally will save it or not I don't know.
 
Alliance and impact to the country is a factor. If other countries in the alliance are still "strong", the country might not settle. Minors with one or two provences seem to settle right away. A large country (like France or P-L), can be very difficult to settle on your terms - you might need to wait (and further humiliate the country) a few years before the settlement you want is acceptable.

If there is a formula, no one in the EU community has figured it out yet. AI countries in the current patch (1.8), are often tough negotiators, though they will still (sometimes) reject your offer, and then give you something better shortly after.
 
As a general rule if you have more than two stars and offer the enemy a peace with a 2 star deficite (ie you have 4 stars and demand one province) the AI will almost never say no.

If you on the other hand offer the enemy a two star deficite with no stars of tombstones they will refuse.

Even though you (human) cannot make any demands untill you have a star the ai demands by default 250 ducats for peace.

Why does the AI decline an offer only offer a better one shortly after? Because the AI probably has two different formulas for determening wether to accept or not for accepting and offering peace. Frex allways demand more than one star when winning and accepting 2 star peace when losing. Thus the ONLY way to get the three provinces you demand is to be in a position to annex with 7 stars and then not annex, but merely demand three provinces. A major power which is completely occupied (ie would be annexable if a minor) will accept a 3 province peace.

I have given up totally on trying for three province peace treaties, I go for the two province treaty, take the two provinces I want and the capital and I demand the two provinces a 6 star peace and 4 star demand, the AI allways (practically) says yes.
 
6 Star Peace

I usually always go for the same peace conditions. I take either 4 provinces, or the capitol province and 2 others. I then have 6 stars and can ask for 2 provinces plus 250 ducats. The ai always accepts these offers even though it leaves only 1 star left unused.

Another strategy is to take the capitol province plus 3 others and wait for the ai to offer these 3 in a peace. However this can take time, and I usually go for the previous faster option.
