The wiki is sadly lacking in information and the Map Editor 101 is not particularly helpful, it seems in any case that new provinces must be added by hand. So I am currently adding new provinces a la EUIV, having gone through the definitions, the provinces.bmp, province_setup, and province terrain and area files, but I am getting an error message and CTD off of the locators- do I need to just copy paste data for the locator files and then go in with the editor a la nudge? What happens if I give a coordinate out of bounds? The coordinates seem off based on what GIMP is telling me anyway.
 
Yes you have to change province borders manually in the /map_data/provinces.bmp file, just the way you are doing. To set object data you should indeed add your province to the locator file and then give them a nudge in the editor (it is the way I do it anyway). The game uses a different set of coordinates than GIMP (don't ask me why). You can see the game defined coordinates if you enable debug_mode (ctrl + shift + P).

There is a bit of a bug I think in that the game doesn't properly read the modded map files from your mod folder. I am not sure which one(s) is(are) bugged. Till paradox fixes this I keep my modded map files in the vanilla file structure (but be sure to backup often, you don't want an update to accidently overwrite your work).
 
AH, thanks. Got the provinces to work but the terrain is being a pain.
 
Terrain is best edited in the map editor. One thing I only noticed (much) later is that you can set the brush strength and, by manipulating this, create more blended terrain. Though some terrain textures don't mix very well (and I feel the game could do with more terrain textures anyway)
