I was thinking about roleplaying as either a British or an HRE emperor reintroducing imperial rather than feudal government. I know you can activate imperial government but can you form the Western Roman Provinces like Italia and Brittania?

Gives me a few ideas, but they'd be a pain to implement. (e.g. a "roman successor" law only usable by extremely large empires and only a maximum of two at a time that also gives you a special CB against the other empire with that law) Nothing that will likely actually be done because I'm a lazy person.
 
A Roman successor law would be good after holy fury comes out with its new fourth crusade mechanics, so the latin empire player could overtake the Byzantine Empire as the rightful eastern successor. I don’t know if it’d be worth it if you had to edit each title individually but maybe if you just made it a decision for imperial governments.

Rather than writing code for only two Roman successors why not two different traits, one for Western Roman successor and one for Eastern Roman?

That... that is not a bad idea.
A) It entirely de-snowflakes ERE.
