I'd appreciate everyone's ideas.
As Brazil, I've been pursuing the grand ambition of making the Qing Empire a protectorate. After continuous research,
I’ve found a method to reduce Qing’s prestige to zero and force their demotion.

However, the problem is that this process requires using the Humiliation wargoal, which then prevents me from attempting a protectorate war due to the cooldown.

Civil war and tag-switching might be an option, but I’d prefer to consider that only as a last resort…
(Even if it were possible, Qing would only stay at 0 prestige for a short time, so I likely wouldn't have enough time to trigger a civil war.)

You can't break the truce as an attacker, but  they can if they join someone as a defender, afaik.

Do they have allies you could attack?

Does your method have to reduce then to insignificant? I think if they stay at least a minor power (or whatever the unrecognized equivalent is) they should be able to guarantee someone.

Finally, you could try subjugating someone they like, and wait out that truce before reducing Qing. They might support their independence, so if you try reducing the autonomy of your subject forcibly, with a forced diplomatic play, they should join.

With the level of game expertise you're displaying on these forums, you probably know this already, but just in case: Make sure that they have an interest in the region where you start your diplo play, because they can't join if they don't "see" it.

On further thought, it's possible they need to be a higher rank than the country whose independence they're supporting.
But once they really hate you, they should start supporting your subjects, even if they don't like them.

Wdit: according to the wiki, both Guarantee Independence and Support Independence would need them to be higher rank than the target.

You could abusé thé cure-dent occupation mechanic with thé goal if crippling ITS population.
Like liberate some Western province, and naval invade only from south and manchuria

That could work to permanently put them permanently below unrecognized major power, and I'm pretty sure @howlling isn't above any cheese... but I think part if the challenge here is to capture China as "intact" as possible.
