I'd like to create an event, and would like to know if one element is possible. Can an event be triggered as soon as an Emperor dies? Or perhaps within one year of someone becoming Emperor?

The event I want to make will basically simulate the relationship between the Pope and the Holy Roman Emperor: if your king dies and your heir is excommunicated/heretic/sceptic and/or your relations are low with the papal state, there is a chance the Pope will refuse to crown you Emperor.

Three responses: 1) "I repent my heathenish ways!" Pay a hefty fine and offending traits are removed and the Emperor trait is maintained, plus relations go up with the Papal state and a small piety bonus. 2) "Screw the old man and his silly crown." Worse relations with papal state, lose Emperor trait, gained excommunicated/heretic/sceptic traits, small piety loss. 3) "My Diocese Bishop will crown me." Pay small fine, prestige bonus for diocese bishop, worse relations with papal state, gained excommunicated/heretic/sceptic traits, large piety loss but maintain Emperor title.

... after writing this, I'm fairly sure there's already an event like this. Is there?
 
I believe such an event is already represented in the game.

When someone with the emperor-traits dies, his heir doesn't automatically get that trait. He needs to satisfy the same triggers as the previous ruler. Though having a father with the emperor-trait will increase the likelyhood
