So I have an issue with my current ruler not being able to accept wards. I'm not able to pick him in the menu.

It was an issue when he had one ward earlier as well (that ward has since become an adult).
Does anyone know what else could cause this? Edit: By else I mean except already having 2 wards.
Also my character is not incapable.

Its a bit annoying since I have specifically created my first character to be a good educator, but he is now unable to educate the rest of his children and any grandchildren.

Is it possible you're on the council of your liege and have been moved to the liege's capital?

If so, you need to make the request to educate to your liege and then pick yourself. I had a similar issue and was confused for a bit.
